Why Livescan? - The Background of Livescan Fingerprinting

As a result of legislation passed in late 1997, the California Department of Justice ("DOJ") has developed an automated background check process that requires digitized fingerprints, called Live Scan.  Live Scan is an inkless fingerprinting process. The fingerprints are electronically transmitted to the central computers at the DOJ in a matter of seconds, instead of the days required to send hard copy fingerprint cards through the mail.

The Live Scan technology replaces the process of recording an individual's fingerprint patterns through a rolling process using ink. Rolled ink fingerprints would become smudged through handling and mailing, causing prints to become illegible. This slowed the process of criminal background clearances to a period of WEEKS and MONTHS. The Live Scan process gets results to the employer or licensing agency within days. Additionally, the DOJ will coordinate other processing, including forwarding the fingerprints to the FBI (if required).

Effective July 1, 2005, the California Department of Justice will NO LONGER accept ink fingerprint cards for record requests. All requests must be submitted electronically (ie. via livescan)

Who Needs LiveScan?

Anyone applying for employment as a Teacher, Daycare Employee or Home Daycare Provider, Elder Care Givers, Nurses, Doctors, Coaches, Certified Nurse Assistants, Foster Parents, Adoptive Parents, Security Guards, etc.  

Also, anyone applying for licensing as a Realtor, Notary, Stock Broker, Attorney, Pharmacist, Psychologist, MFT, LCSW, Driving Instructor, New and Used Vehicle Salesperson, Vehicle Dealer, or any other vehicle industry related occupation licensed by the DMV.

This is by no means a 'definitive' list.  Requirements and legislation are constantly changing. Many industries have legislation pending that will require the use of LiveScan technology in the near future.
